A sewage connection
is a section of a pipe through which waste water is disposed of from a property or location by outflowing of interior sewage mains from an object or building up through the discharging of sewage connection into the public sewage system, this discharging is a component of public sewage. Waste water is carried away from a building or property through a sewage connection, which is connected to the public sewage system. A sewage connection is a water construction, if a special provision determines so (Act no. 442/2002 Coll.., § 4 par. 2).
A producer of waste water
released into public sewage is a natural person or legal entity which has a contract closed regarding the carrying away of waste water with the owner of the public sewage and who released waste water into the public sewage system (Act no. 442/2002 Coll.., § 4 par. 4)
The owner of the sewage connection
is the person who established the connection at his own costs, namely in a way determined by the operator of the water main or public sewage system. If the owner of the property is the owner of the water connection or owner of the sewage connection, ownership of the water connection or the ownership of the sewage connection passes, upon a change of ownership of the property, to the new owner of the property (Act no. 442/2002 Coll.., § 4 par.8)
The customer and producer are obligated
1/ to observe the conditions set in the operational order of public water mains, or in the operation order of public sewage and the conditions agreed upon in the contract closed with the owner of the public water main or public sewage system.
2/ to a necessary measure allow the entry of the operator or a person authorized by him to the property connected to a public water main or public sewage for the purpose of ensuring the reliable functioning of the public water main or public sewage system, determine the status of the meter or its repair, maintenance or replacement, or performing a check of the measured amount and quality of the drinking water and waste water released as well as determining the technical status of the water connection or sewage connection and offer the operator the necessary cooperation
3/ to announce to the operator about proposed changes in activities performed in it, which could have an impact on changes in the storing of water or in the carrying away and cleaning waste waters
4/to announce to the operator any malfunction found in the water main or the sewage connection, including malfunctions of meters
5/ to pay heed that no damage occurs to the meter or it is not removed or not interfered with in any unauthorized way
6/ to immediately remove any barriers which prevent the reading of the meter, particularly to immediately take measures against flooding of the space in which the meter is placed
7/ to announce to the operator any new information related to the drawing of water from a public water main or with the disposal of waste water into the public sewage system
8/ to announce to the owner of the public water main or the public sewage system a change in the ownership rights to the property of the connection to the public water main or public sewage system
9/a customer cannot without consent of the owner of the public water main use water from a different supplier
10/ the producer cannot take waste water off of a different producer without consent of the owner of the public sewage system (Act no. 442/2002 Coll.., § 26 par. 1, 2 and 3)
Technical connections for making water main (or sewage) connections
General conditions
1/The applicant for a connection to public sewage can connect to the public sewage system only on the basis of a written contract on the disposal of waste waters closed with the owner of the public sewage system, or its operator (Act no. 442/2002 Coll.., § 22 par. 1, § 23 par. 1)
2/The owner or operator of the public sewage system closes a contract if the applicant for a connection to a public sewage line fulfills the technical conditions determined by the operator relating especially to the site and method of connection to the public sewage line including technical conditions for installing meters and the allowed capacity of the public sewage line (Act no. 442/2002 Coll.., § 22 par. 2, § 23 par. 3)
3/The owner of the property or land on which the waste water originates is obligated to connect the property or land to the public sewage line and to fulfill the technical conditions related especially to the site and method of connecting to the public sewage line and must close a contract on the connection with the owner of the public sewage line, if in the community on whose territory the property or land is located, a line is already established and the owner of the property or land does not have permission from the relevant body of the state water administration to another method of discharging waste water. In the case that the sewage connection is considered to be a water construction, the owner of the property does not have such an obligation (Act no. 442/2002 Coll.., § 23 par. 2)
4/ It is possible to connect a property to a public sewage line according to the system of public sewage by one sewage connection. With the consent of the operator of the public sewage it is possible in justifiable cases to build one sewage connection for more than one property or more sewage lines for a single property (Act no. 442/2002 Coll., § 23 par. 4)
5/The owner or operator of a public sewage line can refuse a connection to public sewage or the disposal of waste water into a public sewage line if:
- the disposing of the waste water is more advisable with the producer of the waste water
- the disposing of waste waters outside the public sewage systems does not damage the surface water and ground water
- the disposing of waste waters in a public sewage line is technically impossible or economically unfeasible
- the drawing off of water from surface flow is possible outside of a public sewage line
- they contain toxic substances in their sediments, substances inhibiting biological processes for cleaning waste waters or substances accumulated in sediments to such a measure that they limit the process of further handling with them
- the capacity of the public sewage and waste water purification doesnt allow for it
- the equipment of the producer does not meet the technical conditions for a connection to a public sewage line including the meter (Act no. 442/2002 Coll.., par. 23 par.10)
6/The operator of the public sewage line decides on the technical solution, placement and parameters of the sewage connection, about the place and method of its connection to the public sewage line and about the placement and technical conditions of installing a meter for the sewage connection and on the location of the sewage shaft (Act no. 442/2002 Coll.., § 17 par. 3b, § 18 par.3b)
Designing a water main and sewage connection
Designing and construction of a sewage connection is performed in the sense of ON 755411 (STN 756101), the assembly regulations of the manufacturer and these technical conditions. Project documentation must be prepared by a professionally qualified person.
- the path of the connection should be direct, as short as possible, without any needless breaks
- In the sense of Act no. 50/1976 Coll. on territory planning and building order (the construction law ) as amended, connections of buildings and properties to public water networks and the connecting of small buildings and lands are considered as a small constructions
- project documentation of the sewage connection, which is considered as a small construction, is prepared in a simple form, namely in the range required by the relevant building office,
- the simplified project documentation should contain minimally:
a) the situation or situational layout (in M 1:100, or 1:200) with the connected property marked off, the sewage connection with the sewage shaft, the location of the connection to the public sewage line and other public networks.
b) calculation of the diameter of the sewage connection
c) the placement plan, the list of materials, or a longitudinal profile of the connection
d) drawing of the underground mains with the opinion of their administrators
- the applicant secures project documentation of the sewage connection (including a printout of the engineering networks) at his own costs.
Sewage connections can be made of the following materials:
a) for plastic PVC pipes with a sewage connection, only pipes with a circular rigidity of SN8 can be used according to STN EN ISO 9969, with a non-structured wall, solid, smooth, according to STN EN 1401, a maximum value of SDR = 34
b) in the case of a socket joint a pipe with an extended socket is preferred
c) for plastic pipes from PP pipes can be use according to STN EN 1852 with a circular rigidity of SN8 according to STN EN ISO 9969, with a non-structured wall, solid, smooth, without a foam core, a maximum value of SDR = 34
d) for building sewage connections PE pipe material is used only if the main street sewage canal is from this material
Measuring the flow of waste water and shafts
1/ The method of measuring and placing a metering shaft is devised according to the requirements of the operator of the public sewage line
2/ Its possible to design a sewage metering shaft (chamber) - see sample
Technical conditions for establishing a water main (sewage) connection
Establishing a sewage connection means building a connection (including a sewage shaft) at the expense of an applicant (the customer or waste producer) without a connection to a public water main (sewage) network. Another subject authorized to perform such work may also establish the connection. All of the mentioned work is at the cost of the applicant for a connection.
Connecting a sewage connection
is an independent connection of a sewage connection to a public water main, sewage line. ? The connection can be made by the operator of the sewage line or a professionally qualified company on the basis of a request from an applicant for a connection. The connection is made at the expense of the owner of the property.
1) before carrying out the connection itself the applicant is obligated:
- to approve project documentation with the operator of the public sewage line in the meaning determined by the technical conditions of the operator
- to agree to the detailed construction and to secure at the relevant offices the consent for the excavation of roads and public places
- to fill out an application regarding the connection of property to the public sewage line and to agree to it or have it confirmed by the operator of the public sewage line
- to close a contract with the operator of the public sewage line for the disposal of waste water into the public sewage line
- in the case of realization of the connection by the operator, to close a contract for the work
- to submit the following documents:
a) confirmed request for the connection of a property to the public sewage line
b) a contract on the disposal of waste water
c) approved project documentation for the building activities
d) deed of ownership in regard to the subject property
e) permission for special use of a road or a public space
f) the opinion of the administrator of the engineering networks in regard to the connection
g) consent of the relevant building office in regard to establishing the connection
2) the applicant shall ensure the establishing of a sewage connection at his own expense
3) a connection to a public sewage line can be performed by the operator of the public sewage line or by a professionally qualified company
4) the establishment of the sewage connection must be in accordance with the approved project documentation
A sewage line connection can be established by:
1) the operator of the public sewage line on the basis of an order by an applicant for a connection
2) another subject authorized to execute such work (a qualified company)
A) establishing of a sewage connection by the operator of the public sewage line
1) closing of a contract for work on the sewage connection with a waterworks company
2) checking the fulfillment of technical conditions for the sewage connection the applicant can perform the excavation work and building of the sewage shaft himself or can order this work through the operator of the public sewage line as part of the contract for work
2a) if the applicant does the excavation work and building of the sewage shaft himself, he notifies the operator of the public sewage line about the completion of this work, who then checks in the field the observing of all technical requirements. After approval, he then realizes the sewage connection according to the approved planning documentation and makes the connection to the public sewage line.
B) establishing of a sewage connection by another authorized subject
- it is necessary to substantiate documentation on the authority of the subject to do this work
- the applicant is obligated to ask the operator of the public sewage line to check the following work:
1) the performing of a pressure test for the sewage connection
2) check the correctness of the connection to the public sewage line
3) to check the sewage line connection prior to its being back-filled
4) to check the liquidation of the existing connection (if one had previously been built)
The owner of the property, or another authorized person, is obligated to abide by the placement of orientation markings and to notify the operator of the public sewage line of any determined dangers or damage to such markings.
Other conditions
1/The applicant is obligated to build a metering shaft or chamber for the sewage connection in accordance with applicable standards and general legal provisions. With the use of ready-made products, these must be marked by a symbol of conformity in the sense of Act no. 69/2009 Coll. on construction products, as amended.
2/ The applicant is obligated to agree in advance with the operator of the public sewage line on the time for carrying out the sewage line connection and likewise a time for preparing the excavation of the site of the sewage line connection to the public sewage line.
3/ Excavation work for the sewage connection can only begin after the building of a sewage metering shaft or an entry sewage shaft which the operator of the public sewage line must approve of in the field.
4/ It is possible to discharge through the sewage connection into the sewage line only waste water whose measure of impurity and amounts correspond to the requirements of valid provisions and operational order, if the producer does not agree with the operator of the sewage line otherwise and these conditions will be listed in the contract on the disposal of waste water
5/ The smallest nominal inner diameter of the sewage connection is DN 150. A design of the sewage connection larger than DN 200 is necessary to substantiate with a hydro technical calculation
6/ Discharging against the flow in the street conduit is not permissible
7/ In the case of a divided conduit system (built and supplementary) it must be demonstrated that the waste water is disposed from the property (building) separately
8/ If it is necessary to make a change to the path or incline this can be done only in the sewage shaft or the drop wall
9/ The smallest permissible incline of a sewage connection of DN 200 is 1% and of DN 150 is 2%
10/ For a sewage connection the applicable values are those set for a conduit by STN 736005 for the smallest horizontal distance between parallel underground mains of technical equipment and the smallest vertical distance between criss-crossing underground mains.
11/ The territory above the sewage connection in a width of 0.75 m from the axis of the pipe on both sides cannot be built up nor can any trees be planted. This does not relate to surface roads.
12/ Sewage connections which are water constructions must be equipped with a shaft allowing the measurement of flow and for drawing off of samples. Such connections discharge into the conduit network only with a junction shaft of DN 1000 into the conduits of the public sewage line.
13/ Sewage connections of significant producers must be discharged into the conduit of the network through a junction shaft.
14/ Sewage connections of DN 250 and larger ones discharge into the conduits in a junction shaft or in a junction chamber.
15/ Civic buildings (schools, offices, hospitals...) and extensive buildings (large surface or otherwise significant) must be connected to the conduit network through a junction shaft.
16/ Each new sewage connection, if it connected outside the entry metering shaft to a public sewage line, must be equipped with a measuring chamber with a minimal diameter:
16.1/ with a minimum diameter of 400 mm with the smaller side of the rectangle of min. 400 mm for the depth of a shaft up to 2.0 m. A condition of their use is the provision of adequate control and maintenance of the sewage connection; that is it must be possible and problem-free to introduce cleaning equipment into the sewage connection.
16.2/ with a minimum diameter of 800 mm or with a smaller side of the rectangle of min. 800 mm for the depth of a shaft over 2.0 m. A condition of their use is the provision of adequate control and maintenance of the sewage connection; that is it must be possible and problem-free to introduce cleaning equipment into the sewage connection.
16.3/ The shaft for a sewage connection in a public space beneath a road must be designed according to the conditions of standards for sewage shafts, that is, concreted with a diameter of 1000 mm, an entry chimney of minimum diameter or 600 mm, the sealing of prefabricated works with waterproof sealant of joint type Q1 is preferred, thickness of the wall is determined by the operator of the public sewage line.
17/ A sewage measuring chamber for connections located on the territory of drained property should not be more than 2 m distance from the property fencing
18/ For pipes up to DN 300 it is possible to use for the connection only the method with the imbedding of a coupler branched into the conduit of the public sewage line.
19/ For pipes of DN 400 or more only permitted procedures for a supplementary connection of a sewage connection can be used which can be executed only by the operator of the public sewage line
20/ For connections of rainwater outfalls catch-alls for roofing waste must be placed in the system of internal sewage.
21/ After realization of the connection the representative of the operator checks the quality of the work, the materials used and the method of connection before backfilling and prepares photo documentation and takes and inspects data from the contractors regarding the materials used for piping presented by the maker of the pipes. This data will become an inseparable part of the inspection report for the sewage connection and is also handed over to the GIS department.
22/ For each sewage connection built the contractor is obligated to record, photograph or otherwise record all data from the sewage pipes as listed by the manufacturer. The representative of the investor and of the future operator shall check the data and the data becomes an inseparable part of the documentation of the work carried out.
